9 out of 10 people don't know what the tenth person is up to

Video, video everywhere. But who is watching it?
According to a new report by The Conference Board and market research firm TNS, only one in 10 Web users are watching shows online.
And you ask what do they watch? Sixty-two percent of the Web audience watches news clips, while almost half view entertainment. The majority--53%--said they view TV online by streaming it for free, while 49% said they have downloaded shows for free.
These numbers may be accurate, but they are puzzling to me. I seem to recall other studies that indicate higher online video usage than 10%.
