A recent forecast by London-based Informa Telecoms & Media, shows that about 4% (44 million), homes worldwide will watch HDTV by the end of 2008. Many analysts contribute the results of this forecast to lower television prices as well as the recent push to inform consumers of the Digital Television Transaction Act of 2009. The highly anticipated digital television transition Act will force current analog television users to buy high definition antennas or switch to cable television.
Cable television providers are competing to obtain a piece of the 44 million households available in the marketplace by offering a variety of cable packages that include free HDTV tuner boxes and high definition channel packages, (for promotional periods of course).

This is an interesting question. Are you speaking in terms to how the DTV Transition Act will effect online Television broadcasts or just interested in how many people are watching available HD content online?
